Alcaldía de Santa Rosa espera autorización del ICANH para continuar con obras de la calle 12
- Mediante un nuevo convenio firmado entre Empocabal y la Alcaldía, se desarrollarán las obras de pavimentación y exposición del hallazgo arqueológico de interés cultural.

A través de un nuevo convenio que sería firmado en las próximas semanas, la empresa Empocabal E.S.P – E.I.C.E., retomará las obras de la calle 12 entre carreras 12 y 13, que debieron ser suspendidas en el mes de abril por cuenta de un hallazgo arqueológico fortuito de interés cultural, el más reciente de Risaralda.
Vale aclarar que la suspensión de la obra suscrita en el contrato N°004 de 2022, entre la Alcaldía Municipal y la empresa Empocabal, cuyo objeto era la reposición de acueducto y alcantarillado y estructura de pavimento, se realizó respondiendo a las directrices nacionales de conservación de patrimonio.
Mencionó Andrés Felipe Zuluaga, secretario de Infraestructura, que “la Alcaldía tiene la responsabilidad de cuidar el patrimonio arqueológico del municipio” y de no cumplir con dicha obligación, la administración se vería inmiscuida en “investigaciones y sanciones como lo estipula la ley”, Zuluaga aclaró además, que la tardanza en la reanudación de las obras se debe a las demoras y la tramitología requerida por parte de la autoridad arqueológica colombiana.
Luego de enviar el reporte del hallazgo al Instituto Colombiano de Arqueología e Historia-ICANH, la Alcaldía de Santa Rosa de Cabal debió solicitar la suspensión de dicho contrato. Añadió el funcionario que la administración de El Cambio, adelantó ante el ICANH la ficha arqueológica del hallazgo y los estudios diseños de las nuevas obras que garantizan la conservación de dicho descubrimiento centenario.
Por su parte Andrés Felipe Hernández, director de acueducto y alcantarillado de Empocabal, explicó que dicha empresa por su naturaleza, “no pudo seguir con la ejecución del proyecto, dado que no podemos intervenir en la zona del hallazgo, por lo cual el contrato se terminó y se liquidó de manera bilateral anticipada con el contratista”, y puntualizó que los recursos del contrato N° 004 de 2022, que fueron invertidos, cumplieron con una primera fase del objeto, relacionado con la reposición del acueducto y el alcantarillado, que se originó debido al colapso del colector que pasa por debajo de la Institución Educativa Labouré”.
Aseguró Hernández que las obras mencionadas anteriormente, “quedaron totalmente terminadas, tanto las de acueducto como las de alcantarillado, y lo que no se pudo realizar fue la capa de concreto hidráulico y los andenes” por lo que los recursos sobrantes volvieron a Empocabal, organización de la cual salieron los medios.
Actualmente se está estructurando un convenio entre la Alcaldía de Santa Rosa de Cabal y Empocabal, que contempla la renovación urbana de 14 calles del municipio, incluidas las obras de la calle 12 en su totalidad, para así garantizar la protección del hallazgo cultural.
Puntualizó el funcionario de Empocabal, que las nuevas obras contempladas en el convenio incluye “andenes estampados y estructuras de acceso hacia el hallazgo cultural” así como una “serie de elementos arquitectónicos como un vidrio templado para que se pueda exponer esta estructura y amoblamiento urbanístico”.
