•A través del Delegado de la comisión de verificación de la ONU y observadores internacionales, las autoridades pusieron en conocimiento de la Oficina del Alto Comisionado para la Paz, los graves hechos constitutivos de violación al CFBNT (Cese al Fuego Bilateral y Temporal de carácter Nacional) que se están presentando en jurisdicción del municipio de Mistrató.

En rueda de prensa, y tras una reunión con delegados de la comisión de verificación de la ONU y observadores internacionales, las autoridades civiles, militares, de policía y eclesiásticas en cabeza del gobernador de Risaralda, mostraron su preocupación tras constatarse presencia del ELN, Frente Manuel Hernández El Volche en el municipio de Mistrató, donde se ha registrado coacción a la población civil de la zona rural y semiurbana.
Entre los hechos denunciados a la Oficina del Alto Comisionado para la Paz a través de los delegados de verificación de la ONU se encuentran: extorsiones a mineros y campesinos, coacción a los integrantes de las comunidades educativas, presencia de personas con camuflados y portando armas largas en reuniones, y restricciones al libre desplazamiento de la población.
De igual manera se puso en conocimiento las denuncias que reposan en la Fiscalía sobre amenazas a través de panfletos al Alcalde de Mistrató, Jorge Mario Medina, quien solicitó despachar desde la capital de Risaralda.
El Gobernador de Risaralda indicó que, “en un momento sensible para el país, si bien es cierto, es importante sacar adelante el proceso de paz y apoyar al Gobierno Nacional en estos diálogos, le solicitó a la fuerza pública aumentar la presencia en la zona, e invito a los integrantes de estos grupos alzados en armas para que respeten el protocolo establecido en el Decreto 1117 de 2023 de Cese al Fuego Bilateral y Temporal de carácter Nacional, en el cual está prohibida la expansión territorial, como es el caso de Risaralda, donde hasta la fecha no se tenía registro ni presencia de este grupo armado”.
De acuerdo al Decreto 1117 de 2023, que tiene vigencia del 03 de agosto de 2023 al 29 de enero de 2024 referente al Cese al Fuego Bilateral de carácter Nacional Transitorio, en su Artículo 1, PARÁGRAFO 1. “El CFBNT tendrá como objetivo mejorar la situación humanitaria de las poblaciones y los territorios. Igualmente, las acciones específicas acordadas entre las partes tienen el propósito de generar condiciones para que la población civil pueda ejercer sus derechos y libertades, con énfasis en los más vulnerables, entre ellos, los liderazgos sociales y ambientales, pueblos étnicos, mujeres, personas defensoras de derechos humanos y los menores de edad; así como evitar incidentes que pongan en riesgo el cumplimiento del cese al fuego, incluyendo el desarrollo de misiones médicas, de salud pública y humanitarias y la atención de enfermos y heridos de la población civil y de los integrantes de las Fuerzas Militares y Policía y del ELN”.
Por último, el mandatario departamental aseguró que “desde el departamento de Risaralda hacemos un llamado a todos los actores para que se respete el cese al fuego y se mantenga a la población civil al margen de cualquier tipo de coacción e intimidación”.
